Les deux vagues de chaleur intenses de l’été 2019 ont entraîné 1 435 décès supplémentaires d’après Santé publique France. Soit dix fois moins qu’en 2003.

canicule qui ont touché la France au cours des mois de juin et juillet 2019. Emmanuel Macron: EU external borders to close from Tuesday

Travel will be suspended for 30 days, Macron said.

French President Emmanuel Macron said Monday evening that EU leaders decided to close the bloc’s external borders to travelers in an attempt to limit the spread of the coronavirus pandemic.

“As of tomorrow noon, external borders of the European Union and the Schengen area will be closed,” Macron said in a televised address to the nation. “All travel between non-EU countries and the European Union will be suspended for 30 days,” he added.

He said French citizens would be able to get back to their home country.

European Commission President Ursula von der Leyen said earlier Monday she had proposed a travel ban to EU heads of states. The ban is expected to be endorsed Tuesday at a summit of EU leaders, held via a video conference.

EU Commission to staff: Switch to Signal messaging app

The move is part of EU’s efforts to beef up cybersecurity, after several high-profile incidents shocked diplomats and officials.

The European Commission has told its staff to start using Signal, an end-to-end-encrypted messaging app, in a push to increase the security of its communications.

The instruction appeared on internal messaging boards in early February, notifying employees that “Signal has been selected as the recommended application for public instant messaging.”

The app is favored by privacy activists because of its end-to-end encryption and open-source technology.

“It’s like Facebook’s WhatsApp and Apple’s iMessage but it’s based on an encryption protocol that’s very innovative,” said Bart Preneel, cryptography expert at the University of Leuven. “Because it’s open-source, you can check what’s happening under the hood,” he added.

Signal was developed in 2013 by privacy activists. It is supported by a nonprofit foundation that has the backing of WhatsApp founder Brian Acton, who had left the company in 2017 after clashing with Facebook’s leadership.

Privacy experts consider that Signal’s security is superior to other apps’. “We can’t read your messages or see your calls,” its website reads, “and no one else can either.”

While WhatsApp’s technology is based on Signal’s protocol (known as Open Whisper Systems), it isn’t open-source. Another popular messaging app, Telegram, meanwhile, faces similar concerns over the lack of transparency on how its encryption works.

EU not-so-confidential

After a series of high-profile incidents that shocked diplomats and officials in Brussels and across the Continent, the European Union is beefing up its cybersecurity standards.

In December 2018, cybersecurity research firm Area 1 Security said it found that thousands of diplomatic cables were downloaded from the EU’s COREU (or Courtesy) system, which is used by national governments and EU institutions to exchange day-to-day information on foreign policy.

Then in June last year, the news broke that the EU’s delegation in Moscow had suffered what appeared to be a cybersecurity breach in 2017, with two computers allegedly hacked to steal diplomatic information. The Commission said it was investigating the issue and informed its top diplomats.

The EU on Wednesday said it would soon draft a new European cybersecurity strategy. It announced earlier it would set up a “joint cybersecurity unit” to support EU countries and organizations in the event of an attack.

Commission officials are already required to use encrypted emails to exchange sensitive, non-classified information, an official said. Classified documents fall under tighter security rules.

The use of Signal was mainly recommended for communications between staff and people outside the institution. The move to use the application shows that the Commission is working on improving its security policies.

Promoting the app, however, could antagonize the law enforcement community.

Officials in Brussels, Washington and other capitals have been putting strong pressure on Facebook and Apple to allow government agencies to access to encrypted messages; if these agencies refuse, legal requirements could be introduced that force firms to do just that.

American, British and Australian officials have published an open letter to Facebook CEO Mark Zuckerberg in October, asking that he call off plans to encrypt the company’s messaging service. Dutch Minister for Justice and Security Ferd Grappehaus told POLITICO last April that the EU needs to look into legislation allowing governments to access encrypted data.

Cybersecurity officials have dismissed calls to weaken encryption for decades, arguing that it would put the confidentiality of communications at risk across the board.

It’s the real Fortress Europe but not the way anyone expected.

EU leaders on Monday imposed a new wave of drastic measures aimed at slowing the spread of the coronavirus that has infected more than 180,000 people worldwide, killed more than 7,000 and is now threatening to overwhelm health systems in the richest, most-advanced countries on Earth.

“We are at war,” French President Emmanuel Macron declared in a televised speech to his nation, in which he announced a 15-day lockdown that would permit only the most essential movements, beginning at noon on Tuesday.

“It is of course a sanitary war,” Macron said. “We are not fighting against an army, or another nation. But the enemy is here. It is invisible, elusive and it is progressing. And this requires our general mobilization.”

Macron’s speech was just one of many remarkable public appearances on Monday by world leaders who rolled out unprecedented measures to fight the microscopic enemy.

German Chancellor Angela Merkel, appearing at a news conference in Berlin, said Germany would take “radical” steps including a ban on all travel “domestically or abroad” except for urgent work trips. She said bars, theaters, museums, cinemas and non-essential shops would be closed.

“These are measures that have never been seen before in our country,” Merkel said, adding later: “We haven’t seen a similar situation in the 70 years existence of the Federal Republic of Germany.”

In Brussels, European Commission President Ursula von der Leyen and Council President Charles Michel announced that EU leaders would impose a 30-day travel ban on foreign visitors — a move aimed at sealing off all 27 EU nations as well as Iceland, Lichtenstein, Norway and Switzerland, which are part of the Schengen passport-free travel zone.

“We propose to introduce a temporary restriction on non-essential travel to the European Union,” von der Leyen said at a news conference, “in order to not to spread the virus further, be it within the European Union or by leaving the European Union, but also to avoid non-essential travels, also not to have more potential strain on our health care system.”

A senior Council official said that while the extraordinary travel ban would be “endorsed” by EU heads of state and government, legally it would be adopted and imposed by national governments. Von der Leyen said there would be some exemptions for goods traffic, health care workers, scientific experts and other emergency personnel.

Britain may no longer be part of the EU but it is facing similar challenges due to the pandemic. Prime Minister Boris Johnson warned the U.K. is fast approaching the peak of the coronavirus epidemic and asked everyone to stop non-essential contact and unnecessary travel.

“It looks as though we are now approaching the fast growth part of the upward curve and without drastic action, cases could double every five or six days,” Johnson told a press conference.

Shortly after the new measures were announced, research by a team of scientists at Imperial College London, one of many groups advising government strategy on the disease, indicated that more than 250,000 people could die if the U.K. did not step up its containment measures.

Capitals make moves

On the Continent, even as the EU moved to ban travelers from third countries, airlines reeled from the near-total collapse of their industry, with Air France-KLM announcing it would cut 70 to 90 percent of its flights for the next two months, SAS Scandinavian suspending 90 percent of its operations, and an array of major carriers including Lufthansa and Alitalia turning to their home governments for giant emergency bailouts.

In Italy, the EU country with the most infections and deaths, Prime Minister Giuseppe Conte on Monday announced the approval of a €25 billion economic rescue package, including emergency aid for national and local businesses. Italian officials also said that they were racing to build a pop-up hospital for 500 patients in critical condition. The goal is to build the facility, in Milan’s fairgrounds area, in just 10 days.

“Nobody should feel abandoned,” Conte said in a speech. “The state is there.”

In Spain, the second hardest-hit EU country, which is already in a state of alarm, officials on Monday announced they would postpone upcoming elections in two northern regions, the Basque Country and Galicia. Spain and neighboring Portugal also announced their own partial border closures. And, in a sign that politics continues even in a pandemic, Prime Minister Pedro Sánchez urged a leadership role in fighting coronavirus for the G20 — the wider group of economic powers of which Spain happens to be a member. Sánchez said he had spoken to Crown Prince Mohammad bin Salman of Saudi Arabia, which currently chairs the G20, about holding an emergency summit.

An array of countries also declared new states of emergency on Monday, including Finland, Romania and Switzerland.

In the Netherlands, Prime Minister Mark Rutte on Monday became the first Dutch leader since 1973 to deliver an emergency address to the entire nation. “Many people have the feeling that we are on a roller coaster, which is going to ride faster and faster,” Rutte said, adding that measures to the fight the coronavirus pandemic were “unprecedented for countries in peacetime.” He said the Netherlands would for now avoid the more drastic lockdown approach in other EU nations, but would work to bolster the health care system and to prop up struggling businesses.

In Belgium, King Philippe also gave a rare speech, telling his nation: “The current situation reminds us of our vulnerability, but at the same time it brings out our strength.”

But even if the worst is avoided, by slowing the virus and limiting deaths, the response looks certain to decimate the global economy.

Leaders of the G7, the world’s most advanced economic powers, held an extraordinary meeting by videoconference on Monday, and pledged expanded international cooperation to fight the pandemic and stabilize world financial systems.

“We express our conviction that current challenges related to the COVID-19 pandemic need a strongly coordinated international approach, based on science and evidence, consistent with our democratic values, and utilizing the strengths of private enterprise,” the G7 leaders said in a statement coordinated by the United States, which holds the presidency of the group.

But in a sign of potential underlying tensions, von der Leyen on Monday announced new EU financial support for CureVac, a German biomedical research firm working to develop a COVID-19 vaccine, after reports that the Trump administration had made overtures to buy the company. (U.S. officials denied making such a bid.)

Late Monday night, the finance ministers of eurozone countries announced an initial package of national and joint European fiscal measures and efforts to safeguard liquidity.

“We will protect our citizens and our currency — come what may and with everything we have got,” the Eurogroup president, Mário Centeno, said. “Our commitment to provide support in this time of need is unlimited. We will do whatever it takes and more, to restore confidence and support a rapid recovery.”

The “and more” seemed inevitable.

In addition to the external travel ban, EU countries continued to impose a haphazard array of new internal border controls that officials, including von der Leyen, said posed a risk to the smooth functioning of the bloc’s internal market. Some of the restrictions, including a move by Hungary to seal its borders even to other EU citizens, also seemed to call into question the fundamental freedoms of the EU.

“I understand that the member states, the governments in the member states, do everything they can to protect their people,” von der Leyen said. “But indeed we have to be very careful to find the right balance between on one hand restricting the social contacts, and therefore the virus to spread, but on the other hand not to hamper our single market.”

In Paris, what was supposed to be the most solemn speech of Macron’s presidency left some listeners confused, as he insisted that the movement of French citizens would be severely restricted for 15 days but also that “necessary outings to do a little bit of physical activity” would be permitted.

In any event, Macron insisted that France, and Europe, would triumph.

“We will prevail,” he said. “But this period will have taught us a lot. A lot of certainties, beliefs will be swept aside, will be called into question. A lot of things we thought impossible are happening. Let us not be impressed. Let us act with force but let us remember this: The day after, when we will have prevailed, won’t be like the day before. We will be stronger morally, we will have learned and I will know, alongside you, to draw the lessons, all the lessons.”

HOPE MILLS, NC — A North Carolina man died this week from a brain-eating amoeba, according to state health officials. He picked up the organism at Fantasy Lake Water Park in Cumberland County, according to authorities.

After swimming at the lake July 12 in Hope Mills, he developed an illness that officials said they would later trace to the amoeba by lab tests at the Centers for Disease Control and Prevention.

Called Naegleria fowleri, the brain-eating amoeba is common in warmer areas of fresh water. It is not found in salt water and can be deadly if it goes up a person’s nose. Activities like water skiing or diving may lead to water entering the nose with some sort of force, allowing introduction of this organism into the body.

Once in the nose, the amoeba travels into the brain along the olfactory nerve and starts destroying brain tissue. The resulting brain infection is called amebic meningoencephalitis, according to the Centers for Disease Control and Prevention, and symptoms begin within one to nine days.

Symptoms of amebic meningoencephalitis begin with a severe frontal headache, fever, nausea and vomiting, then progress to stiff neck, seizures and coma.

Death usually occurs one to 18 days after symptoms begin, with a median of five days of survival, according to officials.

Eddie Gray of Guilford County was at the water park with his church when the amoeba went up his nose, according to WRAL-TV. That was Friday, July 12.

Gray died Monday, July 22.

Be Mindful: North Carolina Health Official

The brain-eating amoeba cannot be eradicated, officials say.

“People should be aware that this organism is present in warm freshwater lakes, rivers and hot springs across North Carolina, so be mindful as you swim or enjoy water sports,” North Carolina State Epidemiologist Zack Moore, M.D., said in a statement.

Long periods of heat make the infections more likely to occur as water temperatures are higher and water levels are lower, according to state health officials.

The organism does not sicken people who drink water. To make someone ill, it must go up someone’s nose.

Because of the specific way it gets into the body, there are precautions people can take to prevent being sickened by the organism.

Here are tips the North Carolina Department of Health and Human Services and the Cumberland County Department of Public Health offered to stay safe from the brain-eating amoeba:

Rare Illness With Few Survivors

While Naegleria fowleri is a common organism in warm freshwater, authorities say the infections are rare.

There have been 145 known cases — of which 141 were fatal — in the United States from 1962 to 2018, according to the Centers for Disease Control.

Five cases of amebic meningoencephalitis were in North Carolina, officials reported.

LUBBOCK, TX — A Texas grandmother helped thwart a mass shooting when she learned her grandson bought an AK-47 rifle and was plotting to “shoot up” a local hotel and then commit suicide by police, officials said.

Sensing 19-year-old William Patrick Williams, of Lubbock, was both homicidal and suicidal, the unidentified grandmother convinced him to allow her to take him to a hospital, Erin Nealy Cox, the U.S. Attorney for the Northern District of Texas, said in a news release.

“This was a tragedy averted,” Nealy Cox said in the release. “I want to praise the defendant’s grandmother, who saved lives by interrupting this plot, as well as the Lubbock police officers and federal agents who investigated his unlawful acquisition of a deadly weapon.”

Others should follow the grandmother’s example and intervene if they “suspect a friend or loved one is planning violence against themselves or others,” Nealy Cox said, adding, “do not hesitate to seek help immediately by calling law enforcement.”

After a brief hospitalization, Williams was arrested Thursday — two days before a gunman opened fire at a Walmart in El Paso, Texas. Two more victims died Monday, bringing the death toll in one of the nation’s deadliest mass shootings in modern history to 22. More than two dozen others were wounded. Less than 24 hours later, nine people were killed and 26 were injured in a shooting outside a bar in Dayton, Ohio.

Williams, who was charged in a criminal complaint with making false statements to a federally licensed firearms dealer, made his initial court appearance Friday.

While he was in the hospital, Williams gave authorities permission to search his Lubbock hotel room, and said he had laid the weapons on the bed so they could take custody of them.

Special agents with the federal Bureau of Alcohol, Tobacco, Firearms and Explosives and the FBI found the AK-47 rifle, 17 magazines loaded with ammunition, multiple knives, a black trench coat, black tactical pants, a black t-shirt that read “Let ‘Em Come” and black tactical gloves with the fingers cut off.

He had planned to carry out the attack on July 13, two days after he bought the AK-47, the release said.

Williams is accused of lying about his address on a required firearms transaction form when he bought the AK-47 on July 11. Authorities said he listed his relatives’ address on the form, but he was living with a roommate at a different address after he was evicted by his relatives. If convicted, Williams could spend five years in federal prison.

Legislation pending in Congress could have prevented Williams from buying the AK-47 and, at the least, required a waiting period of up to 10 days. Texas has no law restricting assault weapons.

Democrats in the House of Representatives approved a pair of bills in February addressing gun violence. One bill would require federal background checks for all firearms sales and transfers, including those sold online or at gun shows, and the other would expand the review waiting period to 10 days. The Republican-controlled Senate hasn’t taken up the bills.

A 1994 federal law that banned semi-automatic assault weapons was allowed to expire in 2004, making military-style weapons legal unless banned by state or local government. according to the Giffords Law Center to Prevent Gun Violence.

The Giffords Center — founded by former Congresswoman Gabrielle Giffords and her husband after she and 18 others were shot at a constituent meeting outside Tucson, Arizona, in 2011 — is among individuals, elected officials and organizations calling for gun safety legislation in response to mass shootings.

President Trump on Monday called the weekend shootings “barbaric slaughters” and “an assault upon our communities, an attack upon our nation and a crime against all of humanity.” He called for a bipartisan response to the shootings, but offered few details about what that response might look like.

He signaled that he will oppose large-scale gun control efforts, saying, “hatred pulls the trigger, not the gun.”

Earlier Monday, Trump said on Twitter that Republicans and Democrats should work together to strengthen background checks for prospective gun buyers, something national polls show a majority of Americans support.

In the Monday morning tweet, Trump suggested “marrying” strong background checks with “desperately needed immigration reform,” though he wasn’t specific about how legislation would be tied together.

Pour la première fois en France, une femme de 34 ans, née sans utérus, a pu bénéficier d’une greffe, grâce à un don de sa mère, a annoncé jeudi l’hôpital Foch de Suresnes dans les Hauts-de-Seine.

En 2014,

une équipe suédoise rapportait la première naissance après une greffe d’utérus. Autorisée depuis 2015 dans l’Hexagone, cette première médicale française a eu lieu dimanche 31 mars. La greffe a été réalisée avec l’utérus d’une femme de 57 ans, mère de la patiente greffée. Atteinte du syndrome de Rokitansky (MRKH), la jeune femme était née sans utérus. Le professeur Ayoubi, chef de service de gynécologie obstétrique et médecine de la reproduction de l’hôpital Foch a affirmé à l’AFP que les deux femmes, dont l’identité est restée secrète, allaient « bien ».  Une opération délicateLa première greffe française est le résultat de plus de dix ans de recherche et de collaborations, en particulier avec l’équipe suédoise du professeur Brännström. L’équipe du professeur Ayoubi, a utilisé « la chirurgie robotique », pour le prélèvement de l’utérus. Cette technique, qui offre une vision en 3 dimensions est plus précise que la chirurgie classique. Pour la greffe, la chirurgie classique a été préférée. Le traitement immunodépresseur que recevra la jeune femme greffée est « moins lourd » que pour d’autres greffes et adapté à une future grossesse. Toutefois, la greffe est provisoire et est uniquement destinée à avoir un enfant. Après la ou les grossesses, l’utérus devra être retiré.Une grossesse dans quelques mois“La patiente transplantée n’est pas encore enceinte et le transfert d’embryons préalablement congelés pourrait se faire dans dix mois”, a expliqué le Professeur Ayoubi.  Dans les cas précédents, le transfert d’embryons a peut avoir lieu entre 6 et 12 mois après la greffe.A QUI S’ADRESSENT LES GREFFES D’UTÉRUS ?Pour des raisons congénitales ou à la suite de traitements chirurgicaux, certaines femmes n’ont pas d’utérus, ce qui les empêche d’avoir un enfant. Pour elles, la possibilité de bénéficier d’une greffe d’utérus pourrait représenter un espoir.

  • L’absence d’utérus peut être d’origine congénitale. Cette maladie dite syndrome MRKH (pour syndrome Mayer-Rokitansky-Küster-Hauser) touche une femme sur 4 500. Il se caractérise par de l’absence de l’utérus et de la partie supérieure (les 2/3) du vagin. Il peut être isolé mais est le plus souvent associé à des anomalies rénales, vertébrales et, dans une moindre mesure, à des problèmes auditifs et cardiaques. Le premier signe est l’absence de règles chez des jeunes femmes ayant par ailleurs des caractères sexuels secondaires normalement développés (poitrine, etc.). L’origine génétique de ce syndrome reste en partie mystérieuse. Le traitement consiste à reconstituer un néovagin afin de permettre une vie sexuelle normale… mais ne permet pas d’avoir un enfant en dehors de l’adoption ou de la gestation pour autrui, interdite en France.
  • Enfin, l’ablation de l’utérus (hystérectomie) peut résulter d’un traitement chirurgical face à un cancer de l’endomètre, un fibrome, un prolapsus, une endométriose…

Dans le monde, 15 naissances ont déjà été obtenues grâce à une greffe utérine, dont

9 en Suède. L’équipe du professeur Ayoubi a reçu l’autorisation de l’Agence de la biomédecine et de l’Agence nationale de sécurité du médicament et des produits de santé (ANSM) pour conduire un essai clinique pour dix greffes avec donneuses vivantes ayant un lien de parenté avec la receveuse. En 2017, les Brésiliens ont réussi à obtenir la première naissance au monde grâce à une greffe d’utérus de donneuse décédée chez une femme également née sans utérus en raison du même syndrome, alors que

les précédentes tentatives (Etats-Unis, Turquie…) avaient échoué. En France, une équipe du CHU de Limoges a obtenu l’aval pour huit greffes avec donneuses en état de mort cérébrale. En raison de la pénurie de donneurs vivants et du risque pour les donneuses vivantes, cette nouvelle technique pourrait aider plus de femmes à avoir un enfant. Les résultats et les effets des dons de donneurs vivants et décédés n’ont pas encore été comparés.Click Here: st kilda saints guernsey 2019

Lundi 6 mai a commencé le procès de l’entreprise France Telecom jugés pour "harcèlement moral" suite à la vague de suicide de salariés survenus entre 2007 et 2010. L’enjeu de ce procès : la responsabilité ou non du géant de la télécommunication et notamment de 7 des anciens dirigeants dans la mise en place d’une stratégie de déstabilisation des salariés qui aurait mené plusieurs des employés à mettre fin à leurs jours et l’obtention de réparation pour les victimes et leurs proches.

C’est une première dans l’historique judiciaire français. Lundi 6 mai, France Telecom, entreprise du CAC 40 s’est retrouvée face au juge dans un procès qui devrait durer 2 mois et demi. 7 des anciens dirigeants, dont le PDG Didier Lombard, sont notamment jugés pour

“harcèlement moral” après une vague de suicides parmi les salariés de France Telecom entre 2007 et 2010, dont 35 ont eu lieu entre les années 2008 et 2009.


Des méthodes de déstabilisation des salariés volontaires ?La question à laquelle : syndicats, salariés et ceux qui ont perdu un proche au cours de ces drames veulent obtenir une réponse est : “l’entreprise a-t-elle mis en place délibérément une stratégie de déstabilisation des salariés ?”.L’ampleur du jugement est telle qu’une salle de retransmission a dû être mise en place pour permettre à l’ensemble des parties civiles (167 personnes en tout) de suivre l’affaire en direct, rapporte 20 minutes. Pour l’instant, les premiers témoins ont commencé à se succéder à la barre dont une femme qui aurait tenté de s’entailler les bras devant ses collègues en avril 2011. Une journée tragique où un autre des fonctionnaires de l’entreprise s’était immolé devant un des bâtiments de France Telecom.Les anciens dirigeants risquent  1 an de prison et 15 000 euros d’amende D’autres témoignages devraient suivre pour cette affaire qui date maintenant de presque 10 ans. En février 2004, Marie-claude Beaudeau, une sénatrice communiste avait tenté d’interpeller le gouvernement pour que les soupçons de crise morale soient étudiés sur la scène publique. Mais ce n’est que 5 ans après que son souhait sera entendu après la défenestration d’un employé de l’entreprise. En 2010,

Rue89 relate un rapport de l’inspection du travail accablant remis au parquet de Paris suggérant “des méthodes de gestion caractérisant le harcèlement moral” suite à la réduction d’effectif de masse que subit l’entreprise à l’époque.Les méthodes de management citées sont elles en cause dans cette vague de suicide ?
