ROMAN ABRAMOVICH may be sanctioned by the UK government, but he still has the final say in who he sells Chelsea to.

The Russian oligarch has received a £2billion-plus offer from property tycoon and lifelong Blues fan Nick Candy.

Candy has promised fan involvement in the club should he be successful, while also stating he would redevelop Stamford Bridge.

But it is out of his hands as to whether Abramovich, who has had his assets frozen, would accept his bid.

Abramovich, who has been banned as a director by the Premier League, cannot make a single penny from selling the West London outfit.

However he remains in charge of the key decision in deciding who will become Chelsea's next owner.

Speaking to SunSport, Candy said: "Although it’s a sanctioned club, Roman gets the decision on where it goes.

"People might not like that, but it’s his club still – it’s sanctioned – but it’s his club."

He added: "All I care about is first of all, whoever ends up with the club has got to put the fans front and centre and the fan-led review needs to be adopted in its best principle and that Chelsea has a chance to be the golden standard of that.

"Number two is I think that football clubs owned just by one person like the Glazers is a bad model, and not just for the fans, but for the club.

ANTONIO RUDIGER is allegedly set to sign a four-year contract with Juventus.

Chelsea’s German defender, 29, becomes a free agent in June when his current deal expires.

The Blues have tried – and failed – to convince Rudiger to sign an extension for much of the season.

And after Roman Abramovich's assets were frozen and sanctions placed on the club prevented them from negotiating new contracts, hope of keeping him have pretty much evaporated.

Manchester United, Real Madrid and Bayern Munich were all monitoring the situation.

However, a fresh report has claimed that Rudiger’s future is now sorted.

La Gazzetta dello Sport states that the star has said “yes” to a move to the Bianconeri.

He will sign a four-year deal with the Serie A giants as he prefers a move there over Madrid and Bayern.

Rudiger will pocket around £5.4 million per season in Italy.

Rudiger has been one of the world's best since Thomas Tuchel arrived at Chelsea.

MIKEL ARTETA has revealed what Arsenal need to do to win the Premier League title next season – and how he plans to do it.

The Gunners are in pole position to secure fourth place and Champions League qualification heading into the final two months of the campaign.

But they are still a long way off challenging Manchester City and Liverpool for the title – sitting 19 points adrift of the top of the table prior to Saturday's action.

And Arteta has highlighted the need for more goals in order to push the team on to bigger things.

He said: "To be with the top teams this season you need to score 90 to 100 goals at least.

"Somehow you need those goals in the team. Don’t ask me how, but you need them. They have to come.

"That contribution, how it’s done and how possible it is to happen, you have to find the right pieces to do it. But it’s a non-negotiable.

"If you look at the history of [successful] football teams, they always have that.

"You look at the Barcelona team that won six titles – they scored 100 goals for three years. If you don’t need that then you need to have 30 clean sheets.

"In the last 11 games, if we can score 11 goals and concede zero we’re going to win 11 games. Or we can score 35 and concede, and we’re still going to have 33 points. But in a very different way."

CHELSEA captain Cesar Azpilicueta has reportedly struck a deal to join Barcelona on a free transfer this summer.

Football Insider claims the versatile defender, 32, has snubbed several offers from the Blues to extend his deal past the end of this season.

And Azpilicueta has now reached an ‘agreement in principle’ to swap Stamford Bridge for the Nou Camp in July.

The Spain international has been at Chelsea for ten years, winning numerous trophies including two titles and last year’s Champions League.

But the opportunity to see out his final years back home with another top European side has been too good to turn down.

Azpilicueta is just one of three key players set to leave Chelsea this summer following sanctions against owner Roman Abramovich.

Danish centre-back Andreas Christensen is thought to have also struck a free transfer to Barcelona.

Meanwhile, Antonio Rudiger has reportedly agreed to join Juventus on a mega four-year contract.

With three star defenders all set to leave, Chelsea will be light on options at the back unless a new owner gives sufficient financial backing for a summer rebuild.

As it stands, Trevoh Chalobah, Thiago Silva and Malang Sarr will be the only three senior centre-backs left at the club.

BARCELONA boss Xavi has claimed the "door is always open" for Lionel Messi to make an emotional return to the club.

Crippling debts at the club forced Messi to leave last summer in a blockbuster move to Paris Saint-Germain.

But Messi is yet to really sparkle in his first season in Paris, fuelling speculation of a move back to the club where he shone for 21 years.

The 34-year-old superstar was even BOOED by PSG's home fans in last weekend's 3-0 win over Bordeaux.

And Xaxi, 42, welcomed the idea of Messi heading back to Barca as long as he's in charge at the club.

He said: "I think Messi is the best in history and in the history of the club.

"The doors will be open and as long as I'm a coach, it's as if he can come every day if he wants."

Messi has scored just two goals in 18 league games for Les Parisiens – and suffered Champions League last-sixteen defeat at the hands of old enemies Real Madrid.

Meanwhile Barcelona have recently signed a £237million sponsorship with music streaming giants Spotify, which in turn could free up some finances for transfers in the upcoming window.

ITALY’S giants are scouring English clubs in a shock spying blitz.

Juventus and Inter Milan sent scouts to watch Conor Gallagher shine for Crystal Palace against Manchester City last week.

AC Milan and Inter had spies in VIP seats to see Djed Spence help Nottingham Forest beat QPR on Wednesday.

England midfielder Gallagher, 22, is due to back at parent club Chelsea at the end of his loan spell this summer.

But the Serie A sides made hurried arrangements to check him out.

Gallagher wants to stake his claim at the Blues but uncertainty at the club due to sanctions has put his domestic and foreign admirers on alert.

The Eagles would love to keep him but if the cheque books come out then he may be tempted elsewhere.

Spence, 21, is catching the eye for Forest on loan from Middlesbrough, and Milan are one of over a dozen top clubs tracking his progress.

The speedy right-back is valued at about £15million by Boro so there would be no bargain deal for anyone.

The word among Italian talent spotters is they want to compete with German clubs who raided England successfully for the likes of Jude Bellingham and Jadon Sancho in recent years.

MANCHESTER UNITED are eyeing Dundee United’s goalkeeper Benjamin Siegrist as they seek more cover.

United keeper scout Tony Coton watched Siegrist, 30, against Celtic.

The Swiss is a free agent in the summer and could be ideal cover for David de Gea if United fail to land first choice target Sam Johnstone.

Coton knows late developer Siegrist from their time together at Aston Villa.

Johnstone could also be available on a free transfer in the summer with the West Brom goalkeeper failing to agree a new contract with his current club.

United were also rejected by Newcastle shot-stopper Martin Dubravka in January as he did not want to be back-up to De Gea.

The Magpies wanted to sign Dean Henderson on loan with Dubravka heading to Old Trafford in return.

But Henderson's future is still up in the air amid links to Tottenham and Ajax.

The England international has become frustrated with a lack of game time as he has been unable to jump ahead of De Gea in the pecking order.

MANCHESTER UNITED are reportedly plotting a summer swoop for Sevilla goalkeeper Yassine Bounou.

The 29-year-old Moroccan international has been in outstanding form this term and is battling Real Madrid’s Thibaut Courtois to land LaLiga’s goalie of the season award.

Now the Daily Mirror claims that United could be readying a summer move to bring him to Old Trafford.

The Red Devils ‘have been watching Bounou for several months’ and they are ‘understood to have asked to be kept abreast of his situation’ at the Spanish club.

The star still has two years to run on his contract but he does have a release clause as part of his deal.

It is reported that a bid of £25million would trigger that.

But Sevilla are desperate to hang on to the stopper after becoming aware of the interest in the ex-Atletico Madrid and Girona man.

They are keen to extend his contract by a further two years and want to renegotiate his release clause up to £63m.

United also face competition from elsewhere for the keeper.

Atletico are keen on bringing Bounou back to the club while a number of teams from Serie A want to lure him to Italy.

CHELSEA have reportedly been tracking Aurelien Tchouameni ‘for months’ ahead of a possible summer move.

However, the Blues face stiff competition for the Monaco star from several clubs – including Premier League rivals Liverpool.

Foot Mercato claims Thomas Tuchel is searching for a new holding midfielder.

And the German boss is a huge fan of Tchouameni, 22.

It’s now said Chelsea have been keeping close tabs on the anchorman for months.

Jorginho is being linked with a summer move to Juventus, while N’Golo Kante is out of contract in 2023.

West Ham’s Declan Rice is also of interest, but he could cost over £100million.

Any new recruits at Chelsea this summer will be hugely dependent on who the club's new owners are – and how willing they are to invest in playing staff.

But if they are in a position to chase £42m-rated Tchouameni, the Blues will find he has admirers elsewhere.

Liverpool are thought to be Chelsea’s biggest challengers, with Jurgen Klopp needing long-term cover for ageing stars Jordan Henderson and Thiago Alcantara.

INTER MILAN reportedly want Manchester United’s Edinson Cavani to replace ex-Red Devils flop Alexis Sanchez.

The Uruguay international, 35, moved to United on a free transfer in October 2020 and scored 17 goals in his first season.

After agreeing a new one-year deal, Cavani has struggled with injuries this term and looks set to depart when his contract expires in June.

Barcelona have been linked with a swoop for the ex-Paris Saint-Germain star.

Now Gazzetta dello Sport claims that Inter have joined the chase for the South American.

But Inter are looking to bring in both an experienced forward as well as a younger talent to bolster their attack.

They want a physical presence in a similar style to Edin Dzeko – but are looking to do a deal without a transfer fee involved.

Sanchez is believed to be on his way out of the San Siro.

And the 33-year-old Chilean also has a number of admirers from Spain’s top-flight.
